This letter is in
appreciation for the quality of work that was done by Dominion Diving
Limited while under contract to the Environmental Response Branch
of the Canadian Coast Guard during the FORREST GLEN operation in
Digby, Nova Scotia from December 20, 2002 until January 23, 2003.
The required work came as a result of
Coast Guard intervening under section 678 of the Canada Shipping
Act to remove the sunken FORREST GLEN as an oil pollution threat
to the marine environment. Dominion Diving Limited, through a competitive
process, was chosen based on both the lowest price and the method
that was to be employed during the recovery and disposal operation
of the FORREST GLEN. Dominion Diving Limited clearly demonstrated
a superior level of attention to detail in the tendering process.
The result of this attention to detail became self-evident during
the operation. Aside from weather delays, Dominion Diving Limited
successfully conducted the operation as outlined in their tendered
plan. This was important to the Environmental Response Branch of
the Canadian Coast Guard as oil spill response can and did com under
the close scrutiny of the media and the affected community. Dominion
Diving personnel conducted themselves at all times in a professional
manner with close attention placed on the primary goal of the operation
– safety.
The work to remove the vessel FORREST
GLEN was completed on time, at no additional cost and to the satisfaction
of all those involved. The Environmental Response Branch of the
Canadian Coast Guard was fully satisfied in all aspects of this
operation with its choice of Dominion Diving Limited.
